Представники Олевського осередку ГО «Стоп корупції» звернулися до Коростенської прокуратури щодо протиправних дій голови Олевської ОТГ Омельчука. Ідеться про нераціональне використання коштів по встановленню паркана навколо дуба, який нібито внесли до історичної пам’ятки біля будинку, який належить сім’ї керуючого апаратом виконавчого комітету Олевської ОТГ Русину.
Про це стало відомого активістам місцевого осередку проекту, які провели розслідування і знайшли докази оборудки, яка обійшлась бюджету міста у понад 80 тисяч гривень.
«В діях голови Олевської ОТГ Омельчука О.В. вбачаються ознаки кримінального правопорушення, передбаченого ст. 356 КПК України (самоправство), ст. 364 ч.1 КК України (зловживання владою або службовим становищем), ст. 191 КПК України (привласнення, розтрата майна або заволодіння ним шляхом зловживання службовим становищем).
Коштом міського бюджету була побудована огорожа перед будинком по вул. Свято Миколаївська, 40 в м. Приводом для будівництва цього паркану було рішення виконкому про те, що аварійному дубу надано статус пам’ятки культури. Фактично, 9 липня, на момент укладення договорів, дуб впав після того, як його розпиляли, а потім дерево вивезли з місця.
Вартість 20 метрів паркану 43 153,69 грн вочевидь завищено, оскільки вартість матеріалу орієнтовно 3500 грн. і вартість робіт 7000 грн., що становить 11500 грн. У цих діях вбачаються ознаки змови посадових осіб міської ради Олевської ОТГ та посадових осіб ПП «БУДПОСЛУГИ №1» щодо розкрадання бюджетних коштів.
Голова Олевської ОТГ уклав договір №28 від 17.07.2017 на суму 43 153,69 грн який був укладений з компанією ПП «БУДПОСЛУГИ №1», власником якого є дружина голови ОТГ.
Але відповідно до даних пошуково-аналітичної системи «007», де показуються всі транзакції (банківські операції), які проходять через Держказначейство, сума по 43 153,69 грн, була перерахована з рахунку міської ради м. Олевська двом різним фірмам.
21.07.2017 за договором № 28 від 18.07.2017 р сума 43 153,69 грн. була перерахована компанії ДП «БУДПОСЛУГИ» №2.
Отже, паркан біля будинку сім’ї керуючого справами виконкому Юрія Русина обійшовся у 86 306 грн.
Мер м. Олевська вже був судимий за фактом корупції, в лютому 2017 року.
Стосовно посадових осіб ПП «БУДПОСЛУГИ №1», відкрито кримінальну справу.
Було і продовження історії.
Після того, як дуб впав на сусідній будинок, де живе 4 сім’ї і була зруйнована веранда, сусіди почали відновлювати помешкання. До них підійшов батько керуючого справами виконавчого комітету міської ради м. Олевська і заборонив відбудовувати своє житло. А потім показав свіжі документи на землю, де і стояла сусідська веранда.
За цим фактом ми готуємо інше звернення», – розповіли представники Олевського осередку «Стоп корупції».
