Так коли дивишся презентацію в загальному начебто зроблено багато. Але коли вивчаєш детальніше то жахаєшся, від рівня цинізму сьогоднішніх керівників громади.
Реформа децентралізації полягає не тільки в освоєнні коштів на утепленні детячіх садочків и будинків, а в першу чергу це передача влади на місця, розвиток підприємництва і бізнесу в громадах і найголовніше залучення жителів до управління громадою. Головна людина в громаді це звичайний житель і жителі разом на обговореннях повинні визначати які об’єкти повинні робитися в першу чергу а які можуть почекати
Нагадаємо що термосанація в школах, дитячих садочках і будинках жителів міста, будівництво доріг, вуличне освітлення, робиться за рахунок грошей державної субвенції. Тобто держава фінансує ці проекти, головне що б був підготовлений проект, хоча і проекти вони теж фінансують якщо дати запит. Завданням міської влади є, знайти підрядника який зробить роботи якісно, за оптимальними цінами, а якщо раптом у підрядника виходить зробити один об’єкт за ціною двох об’єктів і отримують вони цей підряд без конкурсу, то повинні підтримувати спорт, культуру, благоустрій міста та сіл. Ну а що стосується будівництва за гроші громади, то міська влада повинна, дуже ретельно підходити до вибору підрядника і не про якісь будівництв одного об’єкта за ціною двох, не повинно бути й мови.
Особливий цинізм влади відбивається в тому, що обласним і народним депутатам приписують як заслугу спрямування грошей на той чи інший проект. Створюється відчуття, що тільки депутати все роблять. Виходить, що держава тут не присутня. Хоча все це зроблено за державні бюджетні кошти, але подається так, ніби це вибили депутати. Подивіться на Фейсбук, де депутати розказують, що вони зробили на окрузі. Одні дякують за розуміння і виділення грошей, а другі пишуть, що «я вибив в області на свій округ за два рокі 2 мільйони і ми тепер щасливі».
Деякі депутати ділять державну субвенцію на дрібні суми, і дарують в школи ноутбуки, телевізори, іграшки в дитячі садки, музичну апаратуру в клуби, а підноситься це як подарунок від депутата. Вони не забувають нагадувати про це в пресі і на особистих зустрічах приїжджаючи в сільську школу або дитячий садок. Ну і звісно ж нагадають на майбутніх виборах. Що зменшить можливість прийти до влади, наприклад підприємцю, який створює цей бюджет і наповнює своїми податками та створює робочі місця.
Якщо і приймають депутати участь в розподілі бюджетних грошей, то це не повинно оффішіроваться всюди і тим більше в звіті мера.
Краще б замість тієї графи де вказано депутат написали фірму і прізвище власників, з директорами підрядних фірм. Це була б, для хороших підрядників реклама а для поганих антиреклама.
Взагалі реформа децентралізації в Олевської ОТГ зупинена, тому що не призначені вибори старост, які могли б представляти громаду свого села, відстоювати інтереси жителів, підготувати разом з жителями стратегію розвитку і так далі. Те що зроблено в селах громади за цей рік це крапля в морі, порівняно з тим який розвиток відбувається в селах інших громад.
