Був сьогодні на сесії міської ради Олевської ОТГ.
Основна дискусія розгорілася, навколо передачі з районної власності на баланс міської ради КУ «Олевська центральна міська лікарня»
Виступав Зіновій Фіц і з його слів я зрозумів. Закон про медичну реформу ще не прийнятий і відповідно немає чіткого механізму взаємодії державного бюджету з бюджетами громад. Гарантії і механізм повинні бути прописані в законі, а не позначатися усно окремими керівниками. Немає механізму, яким чином будуть обслуговуватися крім жителів Олевської ОТГ, жителі села Радовель і громади Білокорович.
Він запропонував не поспішати з передачею майна,КУ «Олевська центральна міська лікарня», на баланс Олевської ОТГ, а почекати поки депутати Верховної Ради приймуть закон про медичну реформу.
Рішення не пройшло.
Бюджети на утримання КУ «Олевська центральна міська лікарня», електроенєргію, воду і заробітну плату медикам та працівникам передбачені, а також гроші на рахунках району є.
40 000 жителів громад Олевського району, гарантовано отримають медичну допомогу і медики не постраждають від поспішної реорганізації.
А взагалі, перед таким кроком треба як мінімум проводити громадські слухання, як з медиками так і з залученням громадськості. Люди повинні зрозуміти всі плюси і мінуси такого кроку.
Не розумію, спекуляцію деяких депутатів, мовляв 700 медиків залишаться без зарплати і вони не будуть обслуговувати людей. Чесно я трохи розбираюся в бюджетному фінансуванні, і розумію що ці залякування бюджетників — повна маячня та провокація.
Е запитання.
Чому так поспішають депутати з правлячої коаліції швидше взяти на баланс цей медичний заклад? У чому фішка?
