З 2018 року «Укравтодор» в рамках децентралізації перекладе відповідальність за дороги обласного та районного значення на місцеву владу.
Головні дороги державного значення зношені майже на 97%. Такі дані свідчать про те, що їх необхідно будувати заново. Більша частина мережі українських доріг будувалася ще в 80-х роках. А вже через 37 років навантаження на траси виросло в п’ять разів.
Вже з 1 січня 2018 року згідно з розпорядження КМУ від 2 жовтня 2013 року №759-р «Про передачу автомобільних доріг загального користування місцевого значення», яким передбачається передача автомобільних доріг загального користування місцевого значення зі сфери управління Державного агентства автомобільних доріг України в управління місцевим органам влади.
Фінансування на ремонти та утримання державних шляхів надходитиме з Дорожнього фонду, який запрацює з початку 2018 року та буде наповнюватись з трьох джерел: акцизного збору, ввізного мита на нафтопродукти і з імпортованих на митну територію України транспорту і шин. Ці грошові надходження не можна буде використати на щось інше, крім ремонту доріг. На повну фонд почне працювати у 2020 році. У 2018 році тільки 50% податків будуть направлені на дороги, в 2019 — 75%, а в 2020-му — 100%.
Розподіл коштів по областях буде пропорційний протяжності доріг, які знаходитимуться на балансі ОДА та буде здійснюватися за рахунок територіальних дорожніх фондів, які безпосередньо пов’язані з Дорожнім фондом. За більшість доріг буде відповідати місцева влада.
Працівниками Служби автомобільних доріг у Житомирській області проведено інвентаризацію доріг та підготовлено акти приймання-передачі.
З 1 січня на балансі Служби автомобільних доріг у Житомирській області залишиться 26 шляхів державного значення – це 1606 кілометрів. В підпорядкування Житомирської ОДА відійде 948 (6941, 5 км) шляхів місцевого значення.
