У зв’язку з цим активіст Житомирського осередку «Народного контролю» Олександр Рошко зустрівся з жителями мікрорайону Паперова фабрика та розповів про необхідність створення органу самоорганізації населення, який допоможе вирішити проблеми місцевого значення.
Для створення комітету мікрорайону Паперова фабрика його жителі оберуть активних громадян – тих, хто має довіру в громади та буде представляти їхні інтереси у міській раді. Вони зможуть вносити пропозиції до місцевих програм різного напрямку, а також пропозиції до місцевого бюджету, здійснюватимуть контроль за якістю надання послуг населенню, будуть займатися інформуванням населення. Таким чином влада подолає недовіру людей і з перших вуст буде знати про проблеми житомирян.
Закон «Про органи самоорганізації населення» існує ще з 2001 року. Першим етапом створення комітету є проведення колективних зборів та обрання ініціативної групи. Аби на найближчому засіданні депутати міської ради надали дозвіл, потрібно передати до міськради заяву про створення органу самоорганізації населення, протокол зборів та список учасників зборів.
Олександр Рошко, мешканець мікрорайону Паперова фабрика та ініціатор створення відповідного органу самоорганізації населення, обурений тим, що влада роками замовчує таку інформацію.
«Влада багато говорить про децентралізацію, але механізм передачі управління та влади замовчується. До цього часу люди нічого про це не знали. Чому влада, чому органи місцевого самоврядування не доносять цю інформацію, чому вона приховується? Ці питання і досі залишаються відкритими», – зауважив активіст «Народного контролю».
Нині за ініціативи активіста «Народного контролю» відбувається повне інформування мешканців мікрорайону Паперова фабрика для проведення відповідних зборів громади.
