Під час всеукраїнської науково-практичної конференції «Староста – лідер, адміністратор, представник інтересів громади», яка пройшла на Дніпропетровщині за підтримки Програми «U-LEAD з Європою» було презентовано нову редакцію посібника «План дій старости: 10 кроків успішного старту».
Перша його редакція вже стала настільною книгою старост Дніпропетровщини і враховувала рекомендації щодо 8 інструментів їх діяльності. У новому виданні враховані пропозиції, запитання та виклики, що отримали під час впровадження свого інструментарію старости сільських та селищних старостинських округів Дніпропетровщини.
Над посібником «План дій старости: 10 кроків успішного старту» за ініціативою Дніпропетровського центру розвитку місцевого самоврядування працювала чимала команда науковців та практиків у сфері місцевого самоврядування, які врахували усі найважливіші кроки старости:
— взаємодія старости з виконкомом та депутатським корпусом ради громади;
— визначення правових засад його діяльності;
— формування власного плану дій;
— опрацювання стратегічного підходу у діяльності старости;
— проектний інструментарій старости;
— залучення до бюджетного процесу;
— поліпшення надання адміністративних послуг громаді;
— налагодження конструктивної співпраці з громадськістю;
— долучення громадян до бюджетної участі;
— встановлення корисних та продуктивних зв’язків з сусідами.
«План дій старости: 10 кроків успішного старту» – це орієнтир, який допоможе старості вирішити будь-яку найскладнішу проблему своєї громади. Я дякую усім, хто включився у професійну методологічну роботу формування компетентностей старости громади – нової посади в історії місцевого самоврядування в Україні. Ми і надалі будемо працювати зі старостами громад, збільшувати їхній управлінський інструментарій, формувати професійне коло їхніх знань, умінь та навичок. Наше завдання – допомогти новообраним старостам громад зорієнтуватися і в чинному законодавстві, і в механізмах та інструментах старостинської діяльності, – наголосила директор Дніпропетровського Центру розвитку місцевого самоврядування Олена Тертишна.
