На 15 сесії Олевської ОТГ, депутати від партій Народний контроль, Аграрна партія України і Радикальної партії, вимагають що б при розробці стратегічного плану, враховувалася думка громади, і організовувалися громадські слухання.
Жителі ОТГ, повинні самі визначати шлях розвитку своїх населених пунктів, так-як ніхто краще жителів не знає проблеми їх сіл і вулиць. Так само депутати, від вищеназваних партій, вимагають що б їм повідомляли і запрошували на громадські слухання.
Згідно Закону України про місцеве самоврядування влада зобов’язана, перш ніж приймати рішення про інфраструктурних проектах і складаючи план розвитку громади, обговорювати питання з жителями населених пунктів.
- Територіальна громада — жителі, об’єднані постійним проживанням у межах села, селища, міста, що є самостійними адміністративно-територіальними одиницями, або добровільне об’єднання жителів кількох сіл, що мають єдиний адміністративний центр;
- Громадяни України реалізують своє право на участь у місцевому самоврядуванні за належністю до відповідних територіальних громад.
- Загальні збори громадян за місцем проживання є формою їх безпосередньої участі у вирішенні питань місцевого значення.
- Рішення загальних зборів громадян враховуються органами місцевого самоврядування в їх діяльності.
- Члени територіальної громади мають право ініціювати розгляд у раді (в порядку місцевої ініціативи) будь-якого питання, віднесеного до відання місцевого самоврядування.
- Місцева ініціатива, внесена на розгляд ради у встановленому порядку, підлягає обов’язковому розгляду на відкритому засіданні ради за участю членів ініціативної групи з питань місцевої ініціативи.
- Рішення ради, прийняте з питання, внесеного на її розгляд шляхом місцевої ініціативи, обнародується в порядку, встановленому представницьким органом місцевого самоврядування або статутом територіальної громади.
