З реформою децентралізації закон України наділив місцеву владу в ОТГ величезними повноваженнями і ресурсами (бюджет, земля, надра, нерухомість, контролюючі функції над бізнесом, і так далі).Тому влада завжди притягує, шахраїв і злодіїв.
Нагадаю. Що мета реформи децентралізації: це оптимізація витрат, збільшення доходів і рівня життя жителів, створення умов для розвитку бізнесу та місцевих виробництв в громадах.
Тому чиновники стоять перед дилемою. Який вибрати шлях? Працювати на добробут громади і зробити людей багатими або на свій особистий добробут і зробити багатими, свою сім’ю та подільників?
Однак, коли відсутній контроль над діями чиновників, вони вибирають корупційний шлях і починають працювати на «особисту кишеню». По суті, місцеві депутати райадміністрація повинні контролювати виконком, мера і місцевих чиновників. Але так відбувається не завжди, нерідко депутати і люди які повинні контролювати владу стають подільниками місцевих корупціонерів.
Уявимо собі громаду, у вигляді «Булочки з родзинками». Де тісто це сама громада а родзинки це; земля, бюджет, комунальна власність, місцевий бізнес, природні ресурси, корисні копалини, нерухомість. Так ось, метою корупціонерів, є виколупати родзинки, за пару років поки громади повинні ставати на ноги і отримують величезні субвенції з центрального бюджету. А в кінці вони залишать одне тісто.
Спробуємо, стисло і тезисно описати основні напрямки і механіку корупційних схем, місцевих чиновників.
Найбільш класичним методом крадіжки бюджетних грошей, є схеми пов’язані з ремонтами та будівництвом інфраструктурних об’єктів (дороги, мости, школи, дитячі садки, освітлення та ін). Місцева влада заключають договори з сумнівними фірмами «субпідрядниками» або компаніями своїх близьких людей, які виконують роботи за цінами на багато вище ринкових, часто використовуючи дешеві і неякісні матеріали. Безумовно, інфраструктурні об’єкти треба будувати, але гроші громади повинні витрачатися раціонально.
Земля, це основний актив громад, і особливу увагу жителів має бути до розподілу землі владою.
По всій Україні, зараз розгораються скандали із земельними махінаціями, коли методом обману, людські та не витребувані паї, визнають безхазяйними і не потрібними громаді села, при цьому віддаючи їх сумнівним орендарям, нерідко з інших регіонів.
В першу чергу, перш ніж віддавати землю чужим, треба дізнатися у громади села, чи всі переоформили свої паї, або може хтось хоче займатися сільським господарством і отримати пай по закону. А може люди хочуть залишити цю землю під пасовище.
Природні ресурси і розробка корисних копалин, на землях які відносяться до сіл, повинна проводитися так само за згодою жителів громади.
Так само є більш складні схеми пов’язані з призначеннями, керівників комунальних підприємств та соціальних організацій.
Земля, майно громади, бюджет, комунальна власність, природні ресурси — це власність громади. Тому вирішуватися всі ці питання повинні, тільки спільно з людьми, депутатами, старостами, та чіновниками на громадських обговореннях. Чи не на театральних, де в.о. старост запрошують пару чоловік, які приймають рішення за сотні і тисячі жителів громади села та міста.
На обговореннях також, люди самі повинні вибрати шлях і перспективні напрямки розвитку своїх сіл, вулиць і громади в цілому.
