Олевський районний суд повідомляє, що суддя Олевського районного суду Житомирської області Винар Л.В. протягом 2016-2017 років неодноразово звертався до Вищої кваліфікаційної комісії суддів України та Вищої ради правосуддя України із заявами про переведення його до Печерського районного суду м. Києва, а згодом до Бориславського районного суду Львівської області.
Враховуючи те, що в провадженні судді Винара Л.В. знаходяться справи які тривалий час не знаходять свого вирішення по суті у зв’язку з перебуванням його на лікарняних (з 248 робочих днів у 2017 році відпрацьовано лише 69 днів), що також викликає систематичне обурення учасників процесу, яке виражається в усних скаргах, то суддями Олевського районного суду в грудні 2017 року було подано до Вищої ради правосуддя України колективне звернення про недоцільність відрядження судді Винара Л.В. до іншого суду.
16 січня 2018 року рішенням Вищої ради правосуддя України було відмовлено судді Винару Л.В. в переведенні його до Бориславського районного суду Львівської області
Суддя Винар Л.В. переслідуючи свої особисті інтереси 24.01.2018 року звернувся до Вищої ради правосуддя та Генерального прокурора з повідомленням про втручання в діяльність судді шляхом втручання в автоматизовану систему документообігу суду зі сторони посадових осіб Олевського районного суду Житомирської області. При цьому дане повідомлення було надіслано майже через два роки від встановленого факту помилкового розподілу справ. Дана інформація розміщена на офіційному веб-сайті судової влади України.
Олевський районний суд не заперечує та не приховує те, що була допущена помилка під час перерозподілу справ, працівниками Олевського районного суду, однак її було усунено відразу після виявлення, а винні працівники притягнуті до дисциплінарної відповідальності.
В своєму повідомленні суддя Винар Л.В. посилається на те, що йому стало відомо від керівника апарату суду Бейкун С.Б., що вказівку про втручання в діяльність судді дав голова суду однак зазначена інформація спростовується самим керівником апарату Бейкун С.Б..
Слід зазначити, що суддя Винар Л.В. перебуваючи на лікарняному з 15.01.2018 року по 02.02.2018 року з’явився на співбесіду до Вищої ради правосуддя України, однак будь-яких дій щодо до появи до Олевського районного суду для здійснення правосуддя не здійснював, що свідчить про переслідування власних інтересів.
Без перебільшення можна стверджувати, що суддя Винар Л.В., отримавши відмову у відрядженні до іншого суду через колективне звернення суддів Олевського районного суду намагається отримати підтримку власної позиції шляхом розповсюдження недостовірної інформації стосовно Олевського районного суду Житомирської області та керівництва суду.
