Замість них землею розпоряджаються центральні органи влади», — пояснив Олег Проценко, експерт Проектного офісу секторальної децентралізації.
«Земля – найголовніший ресурс для розвитку громад. Адже новостворені об’єднані громади повинні мати ресурси для свого ефективного розвитку. А питання належності земель за межами населених пунктів – ключовий стимул й чинник для успішного формування базового рівня місцевого самоврядування», — додав експерт.
«Проте, задля того, щоб місцеві бюджети справді зросли, треба паралельно вводити практику реалізацї землі (й орендних прав на неї) виключно через прозорі електронні аукціони. Адже це дозволить прослідкувати весь ланцюжок взаємовідносин продавець-покупець. До того ж, кожен може порівняти ціну реалізаці з ринковою. Саме цей механізм гарантуватиме найвищу ціну й відсутність коррупції», — додав Проценко.
При цьому, Концепція реформування місцевого самоврядування та територіальної організації влади в Україні передбачає: «визначення матеріальною основою місцевого самоврядування майна, зокрема землі, що перебуває у власності територіальних громад сіл, селищ, міст (комунальній власності), об’єктів спільної власності територіальних громад сіл, селищ, міст, району, області, а також належної бази оподаткування».
Як відомо, Прем’єр-міністр Володимир Гройсман доручив Мінрегіону та Мінагрополітики розробити законопроект про передачу місцевій владі повноважень з розпоряджання землею у межах територіальних громад.
